The Lebanese political armed mafias must be disarmed by force if necessary.
Otherwise, the real democracy in Lebanon will remain paralyzed.
I-Our ideal is
the Lebanese safety and prosperity:
1
The Lebanese citizen is entitled at least to dream that a State army awakes up
to implement the Constitution and laws of Lebanon throughout all its territory.
2
We dream of an army capable to control all Lebanon borders to prevent
effectively any entry of weapons or terrorists into Lebanon.
3
We dream of an army capable to scan all Lebanon territory, house-by-house,
district-by-district, village-by-village, city-by-city, to confiscate all
illegal weapons.
4
We dream of an army, which imposes the work of deputies in parliament for 40
hours of attendance per week, and that all the dialogues to form a government
and reforming the laws are made in the meeting room of the parliament with
television transmission to ensure transparency.

We dream of an army, which imposes a true democracy where a majority of deputies
choices the Government Ministers without any submission to blackmail or threat
from anyone, who be inside or outside Lebanon.

We dream of an army, which dissolves any party or group of people who do not
respect Lebanese laws.

We dream of an army, which protects the independence of the judiciary and judges
and executes all court decisions to punish anyone who does not respect the laws,
whatever their social rank.

We dream of an army, which enforces the implementation of government decisions
that apply the policy choices of the parliamentary majority, while respecting
the Constitution and Lebanese laws. The religious equilibrium can be respected
without giving power to leaders of the parliamentary opposition.

We dream of an army that would prevent interference by neighboring countries in
Lebanese affairs.

We dream of an army, which defends the power-separation of the Secular Lebanese
State from interference of religious clergy.

We dream of an army, which dissolves any Lebanese party linked to a sect or a
religion or a foreign political party.

We dream of an army, which ensures the citizen's confidence in a State where
there is a strict balance of job-sharing staff between Muslims and Christians in
all levels of the public administration hierarchy. We want the abolition of
religious mistrust between citizens and State Administration. Officials should
not be placed in the Secular State Administration by religious authorities or
political clans. Officials must remain apolitical and are ambushed exclusively
by the competition ways.

II - The current reality in September 2009:

Saad Hariri was unable to form a government after 73 days of negotiations
because of political blackmail and threats of armed mafias pro Syrian leaders
who despise democracy.

Since 2005, all attempts to enforce democracy stumbled on one subject: the
threat of civil war due to the presence of armed groups linked to indoctrinated
terrorists of political pro Syrian mafias in Lebanon. These clans’ leaders are
linked to racial or religious doctrines that go beyond the borders of Lebanon.

The parliamentary majority, before June 2009, had yielded to blackmail from
mafias heads. It has not implemented the UN resolutions numbers 1559 and 1701
for the disarmament of militias in Lebanon. It left Nabih BERRI who blocked the
parliament functioning for two years. It left the pro Syrian militia blocking
the economic center of Beirut for two years. It had authorized the Michel
SLEIMAN election as President of the Republic when he is not derived from the
parliamentary majority, only because of political blackmail of the Lebanese
armed pro Syrian mafias. It allowed the infiltration of the entire Lebanese
State Administration by dangerous persons established by the Syrian regime
during the occupation period of the Syrian army in Lebanon. It could not
mobilize the Lebanese army in the way of applying the Constitution and democracy
laws. In addition, it failed to organize military means to counter these armed
pro Syrian militias of these mafias as soon as necessary.

we tried to believe the 14 March Political Group after the elections on June 7,
2009, would finally implement democracy. The opposite occurs in spite of their
success to keep the parliamentary majority. Immediately, after the elections,
Walid JUMBLATT has betrayed his constituency and began to make racial and
sectarian statements in contrary with his previous political platform. He wanted
to rally different sectarian Muslims into nostalgic revolutionary racial
doctrines, far from modern democracy. Walid seems to be in mental depression and
afraid from Hezbollah Militias. Saad HARIRI has quickly become ambiguous. He
wanted to defend the symbol "Lebanon First", but, at the same time, he opened
the promises to share power with his dangerous opponents, leaders of armed
pro-Syrian mafias. The impact is huge when we saw the parliamentary majority
contribute to the reelection of the pro Syrian Nabih BERRI, an opponent of the
majority as speaker of parliament, while he was behind the blocking of the
parliamentary functioning for two years and has regularly acted as a political
representative of the illegal armed pro Syrian militias in Lebanon. Saad Hariri
then yielded to blackmail from the opposition and we almost had to see a
composition of a government where the Opposition dominates the State Powers, the
majority appears subdued and paralyzed.

For a true democrat, all the pretexts, put forward by the Lebanese Medias to
pretend that these mafias’ leaders are essential to be represented into the
Lebanese mosaic government because the equilibrium of sects and religions, are
invalid. The truth is that the parliamentary majority refused to apply the
democratic laws and to respect the electoral mandate simply because of the fear
from armed terrorist militias in Lebanon. The majority does not fulfill its
military duty of its political program.
III-The LSTDO position:

We believe that the parliamentary majority must now regroup and act by the
immediate application of the Constitution and laws of Lebanon. The disarmament
of pro Syrian mafias’ militias is fundamental to any hope for positive
developments in Lebanon. As long as there are people outside the law on Lebanese
soil, all the promises of the majority for reforms are illusory.

This majority must invite the Lebanese army to enforce all policy decisions of
the Majority Government, starting with the disarming of militias. If the army
does not follow, the majority must immediately take up arms and defend the
country against all who refuse to submit to the Lebanese democratic State. The
balance of religious affiliations of members of the majority must be preserved
to prevent the enemy from turning our cause just a masquerade of racial and
religious conflicts. There are enough modern Lebanese democrats in all religious
communities in Lebanon. The strength core of the majority must be secular and
none delegated from religious leaders.

We believe that any delay in decisions’ making can only aggravate the situation,
since the pro-Syrian militias opposed to independence and neutrality of Lebanon
continue to arm themselves. When the heads of pro Syrian mafias pretend to
expect negotiations with Arab countries to solve Lebanon's problems they do not
serve the interests of the Lebanese people. Their aim is to haggle over their
actions in Lebanon by selling services to the highest bidder! Lebanon risks
becoming a battlefield. Syria regime continues to want Lebanon annexation. The
Lebanese State must have the means to deter Syria from interfering in Lebanon.

The Neutrality of Lebanon is a fundamental requirement for sustainability
and peace in Lebanon as a Middle East torn by racial attitudes and religious
extremists. Lebanon must respect human rights but it cannot afford to make the
police officer of the Middle East. Hostility against the Syrian dictatorial and
sectarian regime is not against the Syrian people. We want to defend the people
of Lebanon against any enemy, even if it is Lebanese.
