How to seek an agreement in the Lebanese presidential election crisis, on 2007?

I - Facts.

By the voice of Mohammad RAAD, deputy of the <Fidelity group for Resistance> of HEZBOLLAH party at ANB television chain, the 9th September,.2007, one establishes:
- That the Opposition will not accept a new president of the republic if he does not result from the requirement of a quorum of two thirds of the deputies;
- That this position is clarified by the refusal of any president elected by half plus one of the deputies;
- That the requirement of an Agreement in the Lebanese political system will lead early or later on the dialogue table;
- That this Opposition needs an agreement for the choice of a president;
- That this future president should not disarm the militia of HEZBOLLAH which is called < The Resistance >;
- And that a conflict with armed Palestinian militia in the camps is a red line.

After the fall of the terrorist armed group named <Fateh Al Islam> into the camp of Nahr el Bared, it is obvious that small terrorist groups are dissimulated on all the Lebanese territory.

The Lebanese army will undoubtedly act for the safety and the unit of the country in the event of a president elected with national Agreement. But its attitude will be less obvious if this army is embarrassed between two groups in conflicts, the Majority and the Opposition.

What will it make the Security Council of the United Nations if the civil war starts? The answer is unknown.

The groups of the Majority are conscious of their Constitutional Rights of being able to elect a president by half plus one deputy when necessary, at the second turn of the polls.

The group of Tripoli, by the voice of Mohammad SAFADI, has declared in favor of an election with Agreement by the requirement of a two thirds quorum of the deputies for this presidential election.
With the position of this group, the current majority of the Saniora government is likely to be unable to keep a sufficient number of deputies in favor of the solution of an election by half plus one. It can become minority.

The principal candidates of the presidential election start to approach a center position by moderating their remarks in order to become acceptable by the Majority and the Opposition as well.
II - The position of the LSTDO.

The LSTDO is concerned with future of the citizen and his quality of life or survival in this macabre environment which lasts since 1969.

We will not interest in a candidate more than for another.

What we want is a democratic State which respects the human rights and international laws in favor of the protection of the human person.

No confidence is established in advance towards any Lebanese political group.

Taking into account the current situation, Lebanese cannot continue to live normally on the Lebanese ground, if there is not the following minimum:
- Existence of only one State of Rights, obligatorily democratic;
- Disarmament of any person on the Lebanese ground except the army and the services of safety;
- Any political conflict must be managed at the Parliament and not in the street;
- Any legal conflict must be managed with the impartial courts which must to be free of all pressures.
- An economic policy supporting the work of proximity with sufficient and right wages.

Then the Agreement would be good, but at which price?
A new president with national Agreement who begins to respect this minimum, quoted in the high paragraph 5 of this text, is a future good solution.
The current majority of the Saniora government would not be against this spirit.
But which is the response of the Opposition?
Would the Opposition accept its disarmament and its integration into the government of such national Agreement?
Or, the Opposition would continue its blackmails by the threat of the weapons in order to impose its anti democratic and anti Western (anti modern) policy?

We are wearied in front of the ideologists of death, of the martyr culture, and the destruction for fanatic ideas. There is no hope of economic and social recovery in this environment.

There is thus to require minimal conditions for the Agreement with the Opposition. We do not have future in Lebanon if there is no complete disarmament of any person who could be of Hezbollah or Palestinian or of any group living on the Lebanese ground.

The militants of Hezbollah who are considered < Resistants > against Israel must accept their integration in the Lebanese army. They should act only on the order of the Lebanese government.

On the whole, the Opposition must accept the disarmament and the democratic procedure of the Lebanese State so that an agreement is possible. Otherwise, the deputies who would really work for the future of the people in Lebanon must act in the direction of the election of a president who accepts the minimum conditions listed in the above paragraph 5 of this text, even if it is necessary to elect him by half plus one of the deputies.
