May/22/2007: why Lebanese soldiers were massacred by terrorists of 'Fateh El Islam' in the North of Lebanon?
I- The Synthesis of the current conflict stage:

The Revolution of the Cedar had encouraged the American Administration to
support the Lebanese one to make leave the Syrian army out of Lebanon in 2005.

To date, the ideology of the Syrian party BAATH of the regime of Bachar EL ASSAD
in rules in Syria does not recognize the independence of Lebanon.

The Electoral Law of 2000 which was adulterated by the Syrian regime had allowed
in 2005 the Syria allies into Lebanon to dominate the Shiite community in
Lebanon, to maintain Mr. Nabih BERRI, Parliament chair, and Mr. Emile LAHOUD at
his place of president of the republic.

The political actions of the Syria allies in Lebanon aim to subject the will of
the Lebanese State Power to the desires of the Syrian Regime. The private
interests of these allies converge with the interests of the Syrian regime.

In a progressive way, the allies of Syria had succeeded in blocking the actions
of the current government of SANIORA by using the authorities of Emile Lahoud
and Nabih BERRI. They especially maintained the climate of conflicts and
permanent insecurity to destroy the economy of the country and to support the
exodus of many Lebanese abroad.

The practices of the Syrian regime are known since tens of years. It handles
several networks of pressures and terrorisms. It removes the evidence of its
bonds with these networks. It shows its adversaries to be at the origin of the
violence which it creates.

In May 2007, this regime did not yet succeed in eliminating all the evidence of
its implication in violence and crimes perpetrated in Lebanon. Its Lebanese
allies with the political frontage could not prevent the request for
establishment of International Tribunal for the judgment of the assassins of
Rafic HARIRI and other anti Syrian Lebanese personalities. According to its
practice, the Syrian regime had used all the means of pressure including threats
of civil war in Lebanon.

The military means of defense of the independent Lebanese State in front of the
Syrian hegemony remain still limited. The terrorist bunches prepared by Syria in
Lebanon are multiple. They serve also the interests of Syria allies in Lebanon.
The soldiers of the United Nations have missions limited to the south of the
country.

It is obvious that the Syrian mode wants to continue to have a hand put on the
Lebanese Authority by using its Lebanese allies. Each time the group of March
14, who has the Authority of government SANIORA, resists against the desires of
the interests of the Syrian regime expressed by its Lebanese allies, we attend
to assassinations and acts of terrorisms.

The current stage is the appearance of acts of terrorism of the group named `Fateh
EL ISLAM' in reaction at the request of establishment of the International
Tribunal under chapter 7 of the Charter of the United Nations. The Syrian regime
should be shown to be at the origin of the majority of the assassinations and
genocides perpetrated in Lebanon since 1975.

The Lebanese army would not have the right to enter the Palestinian camps since
the agreement of Cairo in 1969.

The terrorist group `Fateh EL ISLAM' was made up in these camps by terrorists
trained in Syria and infiltrated in Lebanon to act at the request of the Syrian
secret service.

This group was to appear independent of the Syrian regime and to make believe
that it defends the Sunnites, adverse against the Sunnite Future Movement of
Saad HARIRI. One makes also believe that it is about a group of Al QUAIDA in
Lebanon.

The last assassinations and the robbery of a bank in the North of Lebanon the 19th
may 2007 had given evidence of the implication of this terrorist group `Fateh EL
ISLAM' in the acts of violence related to the political pressures of the Syrian
regime allies against government SANIORA.

The Lebanese army, which is made of nationals of all the Lebanese communities,
gave the impression to remain neutral between those which want the democratic
action and those which use the blackmails and the threats to block the action of
the State. The reasons are multiple. The terrorists and the armed groups of
Hezbollah are more powerful and more armed than the proper army of the country.
A war with Hezbollah would divide the army according to religions' and a civil
war becomes inevitable. The army is thus half paralyzed and does nothing but
maintain the order within limits not touching with the interests of the
political big bosses of the country.

The Syrian secret service should believe that
thanks to the presence of Emile Lahoud and certain soldiers of Syrian obedience
within the Lebanese army, the latter would not go far against the pro Syrian
terrorist bunches in Lebanon.

The Interior Security Services, which are taxed by the Syrian allies to be to
the pay of government SANIORA, were to act against the group which stole the
bank in AMOUN city the 19th May, 2007.

The strong response of the robbers, hidden in a building in TRIPOLI, had to lead
the Interior Security services to call upon the support of the Lebanese army.
The terrorists servants of the Syrian regime did not appreciate that the
Lebanese army, subjected to this regime at the time of the occupation, is
allowed to stop them. With their training of heinous killers, they massacred
innocent soldiers at the edge of the road and others during their sleeps.

It is within the framework of the will of the protection of law and order that
the army had to lend help to the services of Interior Security. The army was not
to know the importance of the bonds of the robbers with the group of `Fateh EL
ISLAM `which has been installed and heavily armed in the Palestinian camps while
the army knew for several months without to have reacted.

According to my information and to my synthesis which remains careful, I would
say that the army, which wanted to preserve its neutrality, was involved in the
conflict without its will.

The violent group `Fateh El Islam' had reacted by the massacre of innocent
Lebanese soldiers who had no apparent conflict with this group. They were of
passage on the roads apart from military mission. Others were killed at the time
of their sleeps near the accesses of the camp of NAHR EL BARED. The army had not
taken precaution and it had not measured this danger.

The humiliation of the Lebanese army had to make it react. Today it places side
of the democratic right in spite of suspect bonds with Emile Lahoud and the
allies of the Syrian regime.

The political allies of the Syrian regime were badly placed to criticize the
army reaction. They declared their support for the army. The green light had to
arrive from Syria. The Syrian government deformed the reality and claimed that
this group is under legal proceeding in Syria.

If the political allies of the Syrian regime act politically, the terrorist
group of Syrian obedience of `Fateh El Islam' has the role of creating a civil
war in Lebanon as what occurs to Iraq.
II- What can we do?

About the terrorists:
The Interior Security Services and the Lebanese Army must henceforth act constantly to put out of state to harm all the armed and terrorist bunches on the Lebanese ground.

About the Syrian regime of Bachar Al ASSAD:
The safety of Lebanese forces to slice a clear decision in front of this regime. The borders with Syria must hermetically be closed until the day when a democratic state is installed in Syria. Trade with the Middle-East through Syria must be reorganized by boats and planes not to need to use the Syrian roads. We have at sea the chance to be defended by the forces of the United Nations and we have 220 km of littoral to install as many ports as we need. The Lebanese one should be encouraged to invest in an international merchant fleet which opens the maritime ways to the whole world.

About the terrorist pro Syrian bunch `Fateh Al Islam':
It is necessary to prohibit the existence of this group on the Lebanese ground, including in all the Palestinian camps of Lebanon.

About the acts of terrorisms perpetrated in Lebanon:
The Lebanese Army and the Interior Security Service must have a common cell of decisions and drive out the terrorists permanently. The decision must be under the control of the democratically elected government.

About the relations with Palestinian of Lebanon:
It is necessary to put an end to the existence of the Palestinian camps in Lebanon as areas closed at the authority of the Lebanese State. Palestinian which lives in Lebanon must have the same rights of work and social security that the Lebanese one. They can create companies. They keep the right to the return in Palestine. But, they cannot acquire Lebanese nationality because of religious imbalance in Lebanon. They must be disarmed. They cannot become owners on the Lebanese ground. Any political relation between the Syrian regime and of the residents in Lebanon must be prohibited.

About the other groups armed out of legality of
the Lebanese State:
Decisions 1559 and 1701 of the United Nations are clear. It is necessary to disarm all the groups armed on the Lebanese ground except for the weapons authorized by the democratic State. In particular, the weapons of Hezbollah must be given to the army of Lebanon.

About the democratic policy in Lebanon:
The State must be managed democratically. While waiting for the reforms of the Constitution and other laws, we must accept the actions of the State according to agreement of TAEF and of the rules fixed by the current Constitution.

May/15/2007: the paralysis of the Lebanese State continues with reciprocal oral flame attacks of the Lebanese politicians with successions of threatening remarks.
I- Facts:
On 5/10/2007, the Security Council of UNO worries about the deliveries of weapons to HEZBOLLAH through the Syrian border.
On 5/10/2007, Mr. Bachar Al ASSAD, president of Syria, declared that there will be no co-operation with an international court for the assassination of Rafic HARIRI if there is interference on the authority of the Syrian State. The Syrian political chiefs would have immunity. And if there are accused Syrians they would be judged only by Syrian justice.
Media reported that Russia considers that it is necessary to envisage an immunity of the Heads of State against the international court of the assassination of Rafic HARIRI.
On 5/10/2007, Mr. Ghazi R. AAD, Support of Lebanese in Detention and Exiles (SOLID Association), wrote a letter to Mrs. Condoleezza Rice, American Secretary of State, asking for an international investigation into the removals, tortures and crimes perpetrated by the services of the Syrian occupation since 1976 in Lebanon. The Syrian army would have committed crimes against humanity in Lebanon.
On 5/10/2007, following a meeting of the deputies of the south Lebanon, who oppose government SANIORA, their declaration reveals the following damage of the war of July 2006:
- 846 died,
- 1212 wounded,
- 5868 houses completely destroyed,
- 29000 damaged houses.
They accused the government to delaying the assistances. The informed citizen can guess how much additional damages are not announced and who is at the origin of the responsibility for these war damages.
On 5/10/2007, Mr. Amine GEMAYEL had said that it is difficult to make withdraw the weapons of HEZBOLLAH. He claimed the return to the respect of the Constitution and the dialogue.
On 5/10/2007, Mr. Samir GEAGEA declared that in the event of obstacle preventing the election of a president of the republic, the transfer of the power of the president to the authority of the government is a solution.
In this proposal, the Lebanese Forces approach the program of the Lebanese Strong Transparent Democracy Organization which wishes that the authority of the State be between the hands of 12 ministers of State. Proposal of the LSTDO: “The Council of Government of 12 ministers of State whose five Christians, five Moslems, a layman of Christian origin and a layman of Moslem origin, all elected by the direct suffrage to replace the president and the Prime Minister, is a formula which reassures all the communities of Lebanon. Any decision is done in the majority of 8 out of 12 members of this Council of Government (two thirds). This is an intermediate formula between the impossible unanimity and the majority plus a voice”. This last formula (majority plus one voice) could not secure Lebanon and it is likely to divide the country into two groups of equal forces with religious and regional handling.
On 5/13/2007, General Michel AOUN presents severe criticisms against the group of March 14 at government SANIORA. It announced the debts, the corruption, the absence of action of the legal apparatus, the lies, the threatening networks, robbery of the public money, violation of the Constitution and the laws, government subjected abroad, required radical change of the government, and the impossible agreement with a mafia into the state power.
On 5/13/2007, Mr. Talal ARSLANE, Druze, criticized the SOLIDAIRE Company which destroyed the down town of Beirut, with corruptions of the government. He wants to continue the sit-in in the down town.
On 5/13/2007, Mr. Rafic CHLALA, Adviser of the president Mr. Emile LAHOUD, said that one cannot keep a government which is not supported by half of the Lebanese people.
On 5/15/2007, for the ninth week, the deputies of the majority went to the Parliament to claim the opening of parliamentary session. The deputy Ali AMMAR let know that Mr. Nabih BERRI, parliament president, does not agree to open the Parliament under pressures, and has the right to use his prerogatives. He uttered threats against the Saniora government after the request made by this government to establish the international tribunal by UNO with constraining measurements.
II- Reaction of the Organization:

Opposite the multiple oral flame attacks between the majority and the opposition, our feeling is that of the disgusted citizen from these politicians and the way by which they make the policy. We are anxious about standard of living of Lebanese in this environment of political and economic blockings with the insecurity and the public services paralysis.

The presidency of the republic remains blocked by Mr. Emile Lahoud who makes obstacle with all the decisions of the government. The President of the Parliament prevents the deputies from acting while refusing to open the spring ordinary session. The government of Fouad SANIORA is taxed with unconstitutional not having Shiite ministers in function into the government. The agreement of the political participation of 1943, the agreement of Taëf of 1989, and the Constitution are not respected by the majority of our leaders. Each one claims to want to save the nation. But none acts in the good direction.

Currently, our beginning Organization does not have the means of doing fast and strong effects to solve these problems. But at short-term actions will be made to the various deputies to encourage peaceful solutions in the compliance with the Constitution and the democratic rules. In the long run, it appears obvious to us that it is necessary to reform in priority the electoral law in order to carry out free and equitable elections. Then, reforms are necessary to amalgamate the Constitution with the agreement of TAEF and the agreement of 1943. The whole of the rules of the Lebanese State is to be reformed.
