03/31/2007: With which belongs the authority of the Lebanese State?

I- Facts:

President Emile LAHOUD was appointed under the pressure of the government of Syria which occupied Lebanon. There no was democratic mechanism of free election by the Parliament. There was confiscation of the places and the functions of the Presidency by a non democratic way. This president remains subjected to the desires of the Syrian government. He makes evidence by his acts of them continuously.

The current government chaired by the Prime Minister Fouad SANIORA had been chosen by a parliamentary majority on the basis of a program supported at the beginning by the deputies of the group of March 14 but also by the deputies of HEZBOLLAH party and AMAL party. The Christian deputies were divided into two principal groups thus weakening the camp of the rights of the Christians in the Lebanese State. The group directed by General AOUN was put far from the capacity. This alliance with the government was broken since the war of July 2006. HEZBOLLAH and AMAL passed to the opposition. Let us can know if there is still a majority of members of Parliament which would support the current Government and on the basis of which program? The revolution of the Cedar had lost the group of General AOUN. Moreover, denominational balance according to the Constitution imposes the presence of Shiites on the government. The good direction is that a minister who resigns automatically loses his functions and his wages as soon as it stops working. The regulatory Lebanese chicaneries are unbearable in democracy. The Prime Minister would not have accepted the resignation of the Shiite ministers. It is not like that only one keeps the authority of the legitimately government. It was necessary to name new Shiites ministers substitutes in the government. On the whole government SANIORA cannot be functional nor legitimate with its present configuration.

Its natural alliance was to be with General AOUN and with the moderate democratic Shiites.

Where is the Parliament? It would be necessary that the Parliament can meet freely to express itself. In spite of parliamentary elections handled to preserve the interests of certain chiefs of clans, the Parliament remains currently the only democratic institution of the country. One makes believe that the President of the Parliament has all the capacities on the Parliament like besides the similar attitude of the President of the Republic on the prerogatives of the presidency. Currently, Mr. Nabih BERRI, President of the Parliament, blocks any action of the Parliament. Under cover of an apparent will to seek the national unity, we see elements of blackmails between politico economic chiefs who fight to be able it with alliances of support with foreign countries. A new government cannot be born without debates at the Parliament with a vote of confidence to a new government.

Mr Nabih BERRI takes the serious responsibility to prevent the deputies from doing their work whereas the country is in anguish.

Who has to resolve the situation? The presidency of the republic, the government and the Parliament are confiscated.

Is there a legal authority which is independent and able to judge and make decisions? We know that the Constitutional Council was also confiscated.

Are there forces of safety of the Lebanese State which are able to resolve the situation by the police force on right legal decisions? The Lebanese army and the safety forces of interior showed their passivity by letting the situation rot with a continuous small fire. The blocking of the center of Beirut is prejudicial with all the country. If there are people who have a suicidal culture, the State and the army are normally responsible to protect the rights of the others.

In fact, the Lebanese people are taken as a hostage. The chiefs of the interior of the country fight to share the remainders of a State in serious financial deficit. The army is weaker than the militia of the HEZBOLLAH party which threatens and which wants to impose decisions directed by the Syrian and Iranian governments.

In this situation, there is no democracy in Lebanon.

In the state, the Lebanese  democrats cannot reform without the assistance of the United Nations.

 

II- Position of the Organization:

We fight for a transparent strong democracy in Lebanon. We fight to delay death and to improve the living conditions of any alive being that he’s Lebanese or of any other country.

The Lebanese army should not remain passive. It must disarm all the militia on the Lebanese ground. It must ask a neutral and right court to rule on all the infringements, offences and crimes. The decisions of the court must be carried out by the police force.

The Lebanese army must control the sealing of all the borders of Lebanon.

If the Lebanese army does not have enough means to make safe the country, it must ask for assistance of the United Nations without any interference of the bordering countries.

Should be created a really democratic electoral law. The sincere representation of the people at the Parliament does not exist in the formulas of coalitions, of formations of lists of election to proportional, of grouping of great electoral areas where the citizen does not know the candidates. We fight for an electoral district smaller than the present district with only one candidate who will be chosen by a selection with three turns at the majority of the voters. The mandate will be given by each citizen to a deputy who will remain independent of the clans and the hegemonic chiefs. He will be responsible for its acts in front of its voters and nothing others.

The army can organize these elections and lead to a new Parliament and a new government which will be democratic, strong and transparent.
